When I select Export or Publish to Connection I get the window poping up as a small bar

I select export or publish and each time the window only pops up as a bar which I need to expand to get at the controls to export or publish. I have attached a screen capture. the extra icon on the tool bar is Ultrmon a utility I use for multiple monitors.

I would upload an image but this forum keeps returning errors. I have tried PNG and JPG
